Is there really a 'surge' in Syrians coming to Lebanon?

Over the last year Lebanese politicians have claimed that there has been a ‘surge’ of Syrians entering the country. Others though say that this claim is inflated and that Syrians are being scapegoated for Lebanon’s problems.
