What has become clear, both behind the scenes and on the ground, is that Israel has no intention of implementing the framework agreement because it does not want to withdraw from southern Lebanon. Instead, it seeks to preserve the gains secured under the agreement and use them as a starting point for future negotiations, pressing for further concessions. The repeated airstrikes, systematic destruction, and circumvention of the « pilot zones » mechanism through incursions into several towns and the establishment of new military positions all indicated that Tel Aviv is preparing for a prolonged occupation.
