The Higher Judicial Council, which was not consulted on the bill's final version, was invited to submit its observations after the Constitutional Council struck down the legislation in February for lack of prior consultation.

The Higher Judicial Council (HJC) finalized last week its observations on the law governing the judicial system — commonly referred to as the judicial independence law — which was approved by Parliament in July 2025.The bill was first introduced in 2018 and underwent numerous revisions during its parliamentary review. Long awaited both in Lebanon and abroad, its final version was never submitted to the HJC for its opinion before Parliament approval.That omission prompted both independent and Free Patriotic Movement (FPM) MPs to file separate appeals before the Constitutional Council, which annulled the bill in February.The Constitutional Council held that consultation with the HJC is "a substantive procedural requirement guaranteeing the independence of the judiciary enshrined in Article 20 of the Constitution."The Council...
