The Constitutional Council announced Thursday that it had invalidated the law concerning the regularization of the status of certain officers of the Internal Security Forces (ISF), recently adopted by Parliament. The decision came following an appeal filed by President Joseph Aoun.
Meeting at its headquarters in Hadath, and with the majority of its members present, the council accepted this appeal both in form and substance.
According to the text of the appeal, it was based on the fact that this law contradicted the principle of separation between the executive and legislative powers. The law authorized inspectors who applied for a promotion to the rank of lieutenant — following a circular dating back to 2009, the implementation of which had been frozen pending the issuance of the law on promotions in Parliament — to submit their resignation and retire after their promotion to the rank of lieutenant, regardless of the length of their service since the passage of law 67/2009.
Aoun submitted his appeal on May 26, four days after the publication of the text in issue 23 of the Official Gazette.
