Haneen Sayyed aims to quintuple state contribution to AMAN program
An unpublished report set to be released in a few weeks indicated that the allocations covering retirement pensions for civil servants and end-of-service indemnities make up the largest share of the state’s social protection spending.

Social Affairs Minister Haneen Sayyed said Tuesday in Beirut that she has requested a significant increase in the state’s contribution to the World Bank-financed Emergency Social Safety Net Project (ESSN), also known as AMAN, for 2026, which targets the country’s poorest households.The minister expressed hopes that the 2026 budget will include a $50 million allocation, funded by state revenues, to supplement the budget already secured by the World Bank. In 2023, the World Bank approved $300 million in financing for the AMAN program, which was ratified by Parliament in early 2024.
