What does the $150 million World Bank loan signed Monday involve?

Good news for Lebanon’s outdated administration: A $150 million budget allocated by the World Bank to Lebanon will soon be dedicated to its modernization. The memorandum of understanding was signed Monday by Finance Minister Yassin Jaber, representing the Lebanese state, and Dalia Khalifeh, the World Bank's new regional head for the Middle East.

Key stated objectives

• The $150 million World Bank loan is aimed at funding a digital transformation project for Lebanon’s administration.
• It is designed to strengthen the Lebanese state's digital infrastructure and capacities, with the goal of improving the quality of public services for citizens, making access to these administrations easier and ensuring services are provided more effectively and securely.
• Once finalized, the project will include a component dedicated to its own management and citizen participation, as well as another aimed at addressing the administration’s urgent needs.
• Specifically, the project calls for "the development of digital foundations, including the establishment of a modern, secure, and scalable infrastructure for data hosting. The aim is also to strengthen the cybersecurity ecosystem, develop digital skills and capacities, and update the legal and regulatory framework."
• It also includes establishing secure data exchange platforms, developing digital identity and electronic signatures, and digitizing public services through a unified government digital portal and electronic platforms that allow citizens to access services more easily and efficiently.

When and how will this project be implemented?

• The memorandum of understanding signed Monday must be referred to Parliament for final approval before being implemented.
• The project’s implementation will be mainly the responsibility of the Administrative Development Ministry, in coordination with the various relevant administrations and institutions.
