The 2025 budget bill had all but disappeared from the radar since the end of summer. However, caretaker Finance Minister Youssef Khalil brought it back to the forefront, calling for the enactment by decree of the version submitted last September to Parliament by the caretaker government of Najib Mikati.This option is constitutionally available to the executive branch, provided that the budget proposal for the following year was submitted within the required timeframe — before the opening of Parliament’s regular session in the second half of October in the year preceding the budget’s implementation.
