The governance of the Hamas-controlled Gaza Strip after the cease-fire, which took effect Sunday following more than 15 months of war, remains one of the most uncertain aspects of the agreement, expected to be addressed only in the deal’s second phase.Amid this uncertainty, one man is determined to assert his ambitions.
