There was a palpable sense of relief across southeastern Turkey on Monday. But in the country’s predominantly Kurdish region, hope was tempered by uncertainty after Parliament approved a law governing the demobilization of fighters from the Kurdistan Workers’ Party (PKK). The legislation is expected to allow thousands of armed militants to return home while suspending prosecutions and the execution of sentences for certain offenses linked to the Kurdish insurgency against the Turkish state for periods ranging from five to 10 years, depending on the crime.
