State Shura Council could invalidate decisions by Mikati’s Cabinet
A report by a State Shura Council judge, which L’Orient-Le Jour reviewed excerpts of, deems decisions made by the former prime minister regarding the old rent of non-residential properties illegal.

In a report recently drafted at the request of State Shura Council Head Fadi Elias, council member Mireille Daoud recommended annulling a decision former Prime Minister Najib Mikati made on Dec. 23, 2023. Mikati had decided to not sign the decree promulgating a law to free non-residential properties from rent-controlled regulations and to not publish it in the Official Gazette.This law, although promulgated by his Cabinet — in its caretaker capacity amid a presidential vacancy that allows it to use this prerogative that is normally reserved to the head of state — had been adopted by Parliament on Dec. 15.Mikati justified his refusal to co-sign the law, stating that he was aiming to protect hundreds of schools unable to bear the new rent rates.
