BEIRUT – People displaced by the war in Lebanon returned to a ravaged South, Bekaa and southern suburbs of Beirut to find their homes and shops in ruins — and faced with a significant hike in the prices of glass and aluminum, essential materials for rebuilding, adding another hurdle to reconstruction initiatives.
