BEIRUT — On Monday, amid a countrywide blackout, Algeria declared it would provide Lebanon with fuel "immediately," so it could operate its power plants and start supplying electricity again. But it remains unclear whether the Algerian donation will be a one-time gesture or whether it will develop into a state-to-state agreement.Lebanon is currently experiencing a total state-provided electricity blackout, after exhausting the fuel reserves allocated to the country’s power plants.
