BEIRUT — The Finance Committee, which met Thursday in Parliament, has nearly finished reviewing the draft bank resolution law it has been examining for several sessions and should be able to transmit it to the Parliamentary presidency after a final session scheduled for Monday, according to committee chairman Ibrahim Kanaan.
"Today we have completed the review of the law's 29 articles on bank restructuring, after more than a month of discussions. Only the annex concerning the hierarchy of required funds remains, which is a page and a half," said the MP (formerly of the Free Patriotic Movement) to L’Orient-Le Jour. The committee will also review two other bills: one regarding the declaration of funds at the borders and another on extending the deadline for the law on the acquisition of real estate by foreigners, according to the National News Agency (NNA). Kanaan added that he would prepare his report in the coming days so that the texts can be transmitted as early as Monday to the general secretariat and the Parliamentary presidency.
Finance Minister Yassine Jaber and Justice Minister Adel Nassar attended the meeting.
The draft includes amendments to the bank resolution law adopted in the summer of 2025 but departs from the requirements imposed by the International Monetary Fund (IMF), which Lebanon approached in 2020, at the height of its economic and financial crisis, in an attempt to obtain a financial assistance program. This program is conditional on implementing reforms. Under the impetus of Central Bank Governor Karim Souhaid, the committee has already made certain modifications that may not be suitable to the IMF.
On Thursday, Kanaan also noted that the draft law on financial regularization and the restitution of deposits was still under discussion at the Grand Serail and that the main issue remained the financing of the future mechanism for the return of deposits.
