Joint committees meet to examine the amnesty law in Lebanon; Berri convenes Parliament on Thursday

BEIRUT — The joint committees on finance and budget, administration and justice, national defense, interior and municipalities, as well as human rights, met at Parliament around noon to review the proposed amnesty law, according to the state-run National News Agency (NNA).

The session was chaired by Deputy Parliament Speaker Elias Bou Saab, and attended by Defense Minister Michel Menassah, Interior Minister Ahmad Hajjar, and Justice Minister Adel Nassar, along with several lawmakers.

Shortly afterward, Parliament Speaker Nabih Berri convened a plenary parliamentary session for 11 a.m. on Thursday to “examine the draft laws and legislative proposals on the agenda.”

The bureau of Parliament is expected to meet later in the day to prepare a plenary session so that MPs can vote on the text, which has been pending for several weeks.

The draft general amnesty bill was at the centre of a meeting in Baabda between President Joseph Aoun and a delegation from the Free Patriotic Movement led by MP Cesar Abi Khalil.

Abi Khalil said there was a “principle agreement” with the head of state on “the need to address any injustice affecting detainees or prisoners through legal and judicial frameworks, rather than through the adoption of a general amnesty that would entrench a culture of impunity,” according to remarks cited in a statement published by the presidency on X.
