He's little more than a site manager, yet he's stepping in as the head of the highest-ranking Palestinian authority in post-war Gaza. Ali Shaath, former Palestinian deputy minister, has been leading the National Committee for the Administration of Gaza since Thursday. His main mission: oversee the rehabilitation of the territory (damaged or destroyed by 81 percent according to a U.N. study), while staying out of security and political issues.
