This follows an idea floated days earlier by Israeli Defense Minister Israel Katz to build a "humanitarian city" in Rafah, in southern Gaza.The plan is said to have received the approval of Prime Minister Benjamin Netanyahu, according to a well-informed source quoted by Haaretz.
