In what he describes as a "potentially more opportune moment" than ever, U.N. Secretary-General Antonio Guterres has urged Lebanon to "reaffirm its full and entire sovereignty" and to "reclaim the decision on war and peace." The U.N. chief spoke in his 41st report on the implementation of Resolution 1559 (2004), covering developments from Sept. 16, 2024, to March 28, 2025.In a document of great clarity, Guterres emphasized the urgency of "achieving a monopoly on the possession of arms throughout the territory" and "disarming all Lebanese and non-Lebanese militias," commitments made since the Taif Accords and consistently recalled by Security Council resolutions.
