“An efficient state-building, supported by a high-performance public administration and solid institutions.” This is one of the ambitions Salam’s cabinet set out in its Feb. 17 ministerial statement. In other words, to rapidly embark on an in-depth reform of the public administration, which for decades has been considered inefficient and has paid the price for clientelism in human resources management and the vacancy of many positions.It is a titanic task that the cabinet seems intent on tackling head-on, particularly when it comes to appointments to senior management level. A study by International Information revealed a concerning overview: 112 Grade One posts (general managers and equivalent posts) are currently vacant, of a total of 205 posts, divided equally between Christians and Muslims. This figure has worsened in recent years...
