Establishing the Amal Movement’s stranglehold on the Finance Ministry portfolio would be a major hurdle to learning the lessons from the crisis.

As talks continue on the distribution of portfolios within the future cabinet, with a focus in particular on the representation of the Amal-Hezbollah tandem, the Finance Ministry is once again found at the heart of the discussions. As anticipated, Amal is determined to keep its hand on this sovereign portfolio, which would grant it the “fourth signature” —in addition to those of the president, the prime minister and the minister concerned — on decrees with financial implications (i.e. potentially almost all).
