Israeli violations: Joe Rajji files complaint with Security Council

BEIRUT — Foreign Minister Joe Rajji has sent a letter to the Security Council and the U.N. secretary-general, lodging a complaint against continued Israeli violations of Lebanese sovereignty in recent months, according to the state-run National News Agency (NNA).

The document enumerates Israeli violations against Lebanon during the months of October (542), November (691), and December 2025 (803), amounting to a total of 2,036 violations.

The minister called on the Security Council to compel Israel to implement Resolution 1701 (2006) and the Nov. 27, 2024 cease-fire, to withdraw its forces from the five positions it occupies in southern Lebanon, to end its violations and repeated incursions, to release Lebanese prisoners, among other demands.

The letter also reaffirms the Lebanese government's commitment to continue implementing its obligations under Resolution 1701 (2006) and the cease-fire.

Rajji recalled that Cabinet, on Sept. 5, 2025, adopted the Lebanese Army’s plan, specifying that the military had completed the first phase of disarming Hezbollah south of the Litani River — and its deployment, except in areas still occupied by the Israeli army.

The document references the army plan’s five successive phases. The second phase concerns the area between the Litani River in the south and the Awali River in the north, the third covers Beirut and Mount Lebanon, followed by a fourth phase in the Bekaa, before the plan is extended to the rest of Lebanon’s regions.

The letter also reiterates the Lebanese government's willingness to begin negotiations with Israel to end the occupation and halt aggressions, while affirming its commitment to the armistice agreement signed with Israel on March 23, 1949, as well as the Arab Peace Initiative approved at the 2002 Arab Summit in Beirut.

President Joseph Aoun met with Rajji to discuss developments in the South in light of ongoing Israeli attacks, as well as the ongoing diplomatic efforts to address them.

The Israeli army conducted, on Sunday, a new round of strikes in southern Lebanon, as well as in the Bekaa, killing two people and injuring several others. On Wednesday, Israel struck several localities in southern Lebanon, leaving at least 19 injured and displacing 50 families.
