There's no longer any doubt. On Dec. 23, despite the fall of the Assad regime on Dec. 8, U.S. President Joe Biden signed an extension of the Caesar Act as part of the National Defense Authorization Act for Fiscal Year 2025. Originally enacted five years earlier by former President Donald Trump, the Caesar Act imposes sanctions on all actors — including foreign entities — who assist the Syrian regime in acquiring resources or technologies that bolster its military capabilities or contribute to reconstruction efforts.
