A document from the "Peace council," an international body set up by the United States primarily to organize post-war Gaza, lists numerous obstacles hindering its implementation, according to sources contacted by the pan-Arab channel al-Araby TV. Announced in September 2025 by President Donald Trump for the war-torn and Israeli-occupied Palestinian enclave, this document was sent to the United Nations Security Council.
The issues cited include the questions of Hamas’s weapons, mechanisms to strengthen the "national council," as well as humanitarian aid delivery and funding. The document also points to a significant gap between the peace council’s commitments in Gaza and the funds actually disbursed to meet the enclave's massive needs, where Israel continues to kill more people.
The channel notes that the "Peace council," created on Jan. 22 at the initiative of the U.S. president, has faced repeated criticisms. Its head, Bulgarian diplomat Nikolay Mladenov, is accused of bias in favor of the Israeli viewpoint and of attempting to impose political and security arrangements on Gaza under the guise of humanitarian aid and reconstruction, the outlet added.
Palestinian sources claim that Mladenov is exerting direct political pressure on factions under a "new roadmap for Gaza," in an effort to prevent further escalation in the territory.
Israel has killed more than 72,000 Palestinians during the Gaza war following Hamas’s attack on Oct. 7, 2023. A cease-fire was reached on Oct. 10, 2025, but Israel has continued to violate it, resulting in 877 killed and 2,602 injured, according to Gaza's health ministry.
