In a year-in-review assessment, the Agriculture Ministry said it had "issued and published 80 ministerial decisions and circulars between March and December 2025" as part of its "comprehensive reform plan to develop the agricultural sector and strengthen its governance and sustainability."
In a statement, the Ministry said the measures — "60 ministerial decisions and 20 ministerial circulars" — aimed to "regulate agricultural activity and modernize the legal and administrative frameworks governing the sector in Lebanon," adding that they formed "a key pillar in updating agricultural policies and improving institutional performance in the face of economic and climate challenges, while enhancing farmers’ resilience."
According to the statement, the decisions and circulars covered several areas, including agricultural policies such as the national strategy and sustainable development plans, updates to agricultural laws regulating work, land use, and farmer compensation, improved standards through good farming practices and modernized certification systems, as well as enhanced cooperation and financing via private-sector partnerships and international support.
The Ministry stressed that the measures constitute "an integrated framework for reforming the agricultural sector, consolidating transparency and good governance, and stimulating sustainable agricultural investment," with "positive repercussions for national food security."
The Ministry oversees 44 projects totaling $320 million. Of this sum, $200 million has been allocated to the Green Agri-Food Transformation for Economic Recovery Project (GATE). The 43 other projects represent $120 million spread across areas such as food security and livelihoods (8 projects), food chains and small businesses (7 projects), water and irrigation (6 projects), climate and environment (6 projects), livestock and fisheries (3 projects), and policies, strategies and information (4 projects).
