The outlines of the International Stabilization Force (ISF) are gradually becoming clearer. On Nov. 3, the United States circulated a draft resolution to several members of the U.N. Security Council aimed at establishing an international force in Gaza, as negotiations continue over the second phase of the cease-fire agreement.According to a copy of the draft obtained by U.S. outlet Axios, the ISF would operate under a renewable U.N. mandate for two years.
