How is a president elected in Lebanon?

For the fourth time in Lebanon's history, the country is facing a presidential vacancy. Since the end of Michel Aoun's mandate on Oct. 31, Lebanese MPs have held six parliamentary sessions to elect his successor, but without success. The last session was organized Thursday. A total of 112 MPs voted in the first round. 43 voted for Zgharta MP Michel Moawad who had received 44 votes in the fifth election session; 7 voted for professor and academic Issam Khalifeh who received six votes last week, and 46 voted blank. For the first time, a vote was cast for Sleiman Frangieh, head of the Marada Movement. Nabih Berri scheduled a new electoral session for Nov. 24.
How does the presidential election work and why is it stalled today? Can Lebanon remain without a head of state for several years, as in 2016?
We take a look at the situation, in video.
