On the eve of the negotiations between Lebanon and Israel — scheduled for Aug. 4-6 in Rome under U.S. mediation — Beirut once again finds itself caught between two fronts. On one side is the diplomatic front, with a seventh round of talks intended to advance the implementation of the framework agreement reached under U.S. auspices.
